Department for the Execution of Criminal Sentences
The Department for the Execution of Criminal Sentences is a structural unit of the Ministry of Justice of Ukraine which ensures the formation and implementation of state policy regarding the execution of criminal sentences, pre-trial detention, the functioning of the institutions of the State Penitentiary Service of Ukraine, and the observance of human rights in places of detention.
The Department provides general management of the Ukrainian penal system and coordinates the activities of interregional offices, penal institutions, remand prisons, correctional centres, penal institution enterprises, and healthcare facilities of the State Penitentiary Service of Ukraine.
The Department’s primary tasks include the organisation of the execution of criminal sentences, the maintenance of order and security within institutions, the monitoring of the rule of law and human rights, the development of penitentiary medicine, and the coordination of activities concerning the resocialisation of convicts, international cooperation, and the implementation of European standards for the treatment of persons deprived of their liberty.
Under current conditions, the Department for the Execution of Criminal Sentences plays a key role in ensuring the stable functioning of Ukraine’s penitentiary system during martial law; it coordinates the activities of institutions located in frontline regions, organises evacuation measures and emergency responses, and ensures the fulfilment of state obligations in the sphere of human rights protection.
The Department’s activities are directed towards the further reform of Ukraine’s penitentiary system, increasing the security level of institutions, improving the conditions for convicts and persons held in custody, and aligning the national penal system with European standards.
