Simferopol Pre-trial Detention Centre

Until 2014, the state institution “Simferopol Pre-trial Detention Centre” was one of the largest pre-trial detention facilities in the Autonomous Republic of Crimea and was part of the structure of the State Penitentiary Service of Ukraine. The institution provided for the holding of individuals taken into custody, as well as certain categories of convicted persons, in accordance with the requirements of the criminal, criminal procedure, and penal enforcement legislation of Ukraine. The Simferopol Pre-trial Detention Centre played an important role in the functioning of the justice system of the Autonomous Republic of Crimea, ensuring the execution of decisions made by courts and pre-trial investigation bodies within the territory of the peninsula.

Following the commencement of the temporary occupation of the Autonomous Republic of Crimea by the Russian Federation in February–March 2014, Ukraine lost actual control over the institution. Consequently, the activities of the Simferopol Pre-trial Detention Centre as part of the State Penal Enforcement Service of Ukraine were effectively ceased. Due to the temporary occupation of the Autonomous Republic of Crimea, Ukrainian state authorities are unable to manage the institution or monitor the conditions of prisoner confinement, personnel policy, and the observance of human rights.

In accordance with the legislation of Ukraine, the Autonomous Republic of Crimea and the city of Sevastopol are temporarily occupied territories of Ukraine, and state property located within these territories remains the property of Ukraine, regardless of any actual control over them.
