Ladyzhyn Correctional Colony (No. 39)
Ladyzhyn Correctional Colony (No. 39) is a maximum-security penal institution designed for holding men convicted of intentional grave and especially grave crimes, as well as other categories of convicts defined by the Criminal Enforcement Code of Ukraine.
The institution is located in the village of Hubnyk, part of the Ladyzhyn urban territorial community in the Haisyn district of the Vinnytsia region. The history of the institution dates back to 1949, when the Hubnyk Quarry Management of the building materials industry system operated on its site. In 1962, in accordance with the decision of the Council of Ministers of the Ukrainian SSR, the enterprise was transferred to the Ministry of Internal Affairs system and reorganised into a strict-regime correctional-labour colony.
In 1977, the security regime was changed to a special one, and after the reform of the criminal enforcement system of Ukraine and the entry into force of the Criminal Enforcement Code of Ukraine, the institution received its modern status as a maximum-security colony. Over the decades of its existence, Ladyzhyn Correctional Colony has formed a powerful production base, traditionally founded on metalworking, woodworking, the extraction and processing of natural stone, and the manufacturing of building materials and granite products.
The organisation of paid labour for convicts is one of the important areas of the institution's activity and is carried out in accordance with the requirements of criminal enforcement legislation.
Like other maximum-security institutions, the colony remains under the constant attention of the National Preventive Mechanism, the Commissioner for Human Rights of the Verkhovna Rada of Ukraine, and international and Ukrainian human rights organisations. During monitoring visits, the conditions of detention, the provision of the right to work, access to medical care, disciplinary practice, material and living conditions, the implementation of the right to education and social-educational work, and other aspects of human rights compliance are assessed. Based on the results of monitoring visits, the institution is provided with recommendations regarding the improvement of detention conditions, the organisation of medical care, the provision of proper working conditions, the improvement of material and living provisions, and the bringing of the institution’s activities into compliance with the requirements of the Criminal Enforcement Code of Ukraine, the practice of the European Court of Human Rights, the recommendations of the European Committee for the Prevention of Torture (CPT), and other international standards in the field of treatment of persons deprived of their liberty.
