Prymorska Correctional Colony (No. 145)
The State Institution “Prymorska Correctional Colony (No. 145)” was part of the structure of the State Criminal-Executive Service of Ukraine and ensured the enforcement of sentences in the form of deprivation of liberty in accordance with the requirements of the criminal-executive legislation of Ukraine.
The institution is the legal successor of the State Institution “Berdianska Correctional Colony (No. 77)”.
In November 2021, as part of the reform of the penitentiary system of Ukraine, the Berdianska Correctional Colony (No. 77) was renamed the Prymorska Correctional Colony (No. 145).
Following the start of the full-scale invasion by the Russian Federation and the occupation of the city of Berdiansk in February 2022, Ukraine lost actual control over the institution. In this regard, the activities of the State Institution “Prymorska Correctional Colony (No. 145)” as part of the State Criminal-Executive Service of Ukraine were effectively suspended.
Subsequently, the institution’s property complex was used by the occupying authorities of the Russian Federation to create an illegal penitentiary institution known as “Berdianska Correctional Colony No. 77”.
According to Ukrainian law enforcement agencies, some former employees of the Ukrainian institution defected to the side of the occupying authorities, in connection with which criminal prosecution is being carried out against them on the facts of collaborationist activities.
According to numerous reports by Ukrainian state authorities, human rights organisations, and the mass media, after the occupation, the colony has been used by the Russian authorities as a place for the illegal detention and torture of Ukrainian prisoners of war and civilians deprived of liberty in the temporarily occupied territories.
Thus, the State Institution “Prymorska Correctional Colony (No. 145)” belongs to the institutions of the State Criminal-Executive Service of Ukraine that, after 24 February 2022, found themselves in the temporarily occupied territory and lost the ability to carry out their activities within the legal framework of Ukraine.
