Starobabanivska Correctional Colony (No. 92)
Starobabanivska Correctional Colony (No. 92) is a medium-security penal institution for holding men sentenced to a fixed term of imprisonment. The institution is located in the Uman district of the Cherkasy region and is part of the structure of the State Penitentiary Service of Ukraine.
The colony was established in the second half of the 20th century and has long performed functions related to the execution of criminal sentences, ensuring the isolation of convicts, their social and educational work, professional training, and engagement in paid labour in accordance with the requirements of Ukrainian legislation.
The institution contains residential, production, and utility zones, a medical unit, disciplinary cells, social-psychological service units, as well as production facilities where the work of convicts is organized. One of the institution’s priority areas of activity is the professional training of convicts and their preparation for returning to society after release.
Over the last few years, Starobabanivska Correctional Colony has repeatedly been under the scrutiny of the National Preventive Mechanism, the Ukrainian Parliament Commissioner for Human Rights, and human rights organizations. During monitoring visits, the conditions of detention for convicts, the state of medical care, compliance with the right to work, social and educational work, material and living conditions, and other aspects of ensuring human rights were evaluated.
The results of the latest monitoring visits noted both positive changes related to the development of certain infrastructure facilities and a number of problematic issues that require further resolution.
Among these are individual shortcomings in detention conditions, the securing of the right to work, the organization of medical care, the functioning of civil protection shelters, and the need to bring certain aspects of the institution’s activities into compliance with the requirements of national legislation and international standards for the treatment of persons deprived of their liberty.
