Are beatings in colonies continuing?
According to information from sources requiring confirmation, on 12 June 2008, special forces of the State Department of Ukraine for the Execution of Punishments were brought into Dnipropetrovsk Penal Colony No. 89 (Dnipropetrovsk city). They conducted a search in the maximum-security sector and in the disciplinary isolation ward/chamber-type premises (DIZO-PKT), throwing all belongings into a pile on the floor. While doing so, they brutally beat the convicts located in these parts of the zone. As the source asserts, “they stripped them naked and forced them to do squats many times; when there was no strength left to squat, they beat them.”
The convicts were taken out into the courtyards twice, at half-hour intervals, beaten, and forced to shout loudly many times, “I will comply with the administration’s requirements.” Those who did not shout were beaten the most.
Those who received severe beatings and were indignant about the beating were placed in the punishment cell.
The special forces were led by the first deputy head of the administration, V. V. Nechyporuk.
Oleksandr Valeriiovych Heraskin, born in 1974, was beaten especially brutally and placed in the punishment cell.
The names of other victims were listed –
Oleh Volodymyrovych Tsvilyi, born in 1972;
Oleksii Serhiiovych Akymenko, born in 1986;
Valerii Mykhailovych Aukhman, born in 1955;
Vadym Yevhenovych Khodakovskyi, born in 1970.
In connection with the refusal of the leadership of the Department for the Execution of Punishments to verify reports about possible human rights violations before they are made public, information about this fact is being posted on the ‘Prison Portal’ without receiving explanations from the Department. Simultaneously, requests regarding this fact will be sent to the leadership of the State Department and to the Regional Prosecutor’s Office of the Dnipropetrovsk region.
