The Lukyanivske Pre-trial Detention Centre could relocate outside of Kyiv within 2–3 years.
Minister of Justice Mykola Onishchuk explained that moving the remand prison to the outskirts of the capital requires significant funding. Therefore, according to him, negotiations are currently underway with investors who are prepared to build a modern detention facility on a designated site near Kyiv.
Currently, the country’s chief justice says, there is not a single pre-trial detention centre or prison in Ukraine that meets European standards. Most of them were built 50, if not 150, years ago. Modern facilities should be of a block-type design for greater security.
At the same time, the state is offering quite favourable conditions for cooperation: in exchange for newly built prisons outside the city, entrepreneurs will be given control over the old prison premises. In this way, officials believe, it will soon be possible to move most detention facilities outside city limits.
