One of the leaders of the Volyn Department, I. Stefanovsky, known for his brutal attitude towards civic organisations, is a nominee for an award. Will the department's management support the candidacy of this odious official? An open letter from the “Rehabilitation” charitable foundation.

Open letter

To the Acting Head of the State Department of Ukraine for the Execution of Sentences, M. P. Iltyai, from the Head of the “Rehabilitation” charitable foundation, Heorhiy Korniievsky
Dear Mykola Petrovych!
I have become aware of the nomination by the Administration of the State Department of Ukraine for the Execution of Sentences (hereinafter the SDUES) in the Volyn region for a State Award for the First Deputy Head of the SDUES in the Volyn region, Ihor Anatoliyovych Stefanovsky, the most well-known human rights violator in the Volyn region and beyond in penal institutions (hereinafter PIs).
I. A. Stefanovsky has repeatedly obstructed the work of our foundation and me personally as a member of the supervisory commission of the Volyn Regional State Administration. All inspections of complaints were conducted superficially and formally. Individuals who filed complaints were not even interviewed; the information presented in the complaints was, as a rule, refuted. During inspections, the principle was applied that the convict or the human rights defender is guilty under any circumstances. The mechanism for appeals for convicts exists only on paper.
Work with the public is conducted only with humanitarian and religious organisations, or those that do not raise existing problematic issues regarding human rights compliance in PIs and comply with all advice from SDUES staff, even when it contradicts the organisation's plans, understanding that a refusal to follow advice will lead to being included on a list of undesirables.
Human rights are “respected” by excluding undesirable charitable organisations and members of supervisory commissions from PIs, or by admitting only those to whom one can show the conditions of detention and other issues according to a created scenario (when you will never get to where there is a violation of the law). According to a similar scenario, the reception of convicts can take place, where they are informed in advance that they must attend the reception and tell how good everything is in the institution, or talk about their problems that do not relate to the problems of the PI. There can be no talk of any openness of the system. The less information that gets out of the PI about human rights violations, the better human rights are considered to be respected. I. A. Stefanovsky does everything to stop the leakage of information from PIs by all legal and illegal methods, abusing his official position and using information obtained through operational means.
I have the impression that human rights violations by I. A. Stefanovsky occurred with the permission and under the aegis of the SDUES, according to a “closed operational programme” of combating criminal traditions, which was carried out in the reinforced control section at PI-42. Beatings, abuse, and forcing convicts to provide written refusals of criminal traditions. For complaints against Ihor Anatoliyovych, he is awarded — does that mean he is carrying out someone's orders?
I would like to ask whether people like I. A. Stefanovsky are working for the good of the Ukrainian people, and what threat to people and the state will be posed by individuals who are released after being subjected to abuse and with mental disorders, angry at everything that surrounds them.
During the period of so-called cooperation, the foundation has accumulated sufficient documented information regarding violations by I. A. Stefanovsky.

I ask you to listen to what has been written and refuse to award the State decoration to I. A. Stefanovsky.

Sincerely,
Head of the “Rehabilitation” charitable foundation, Heorhiy Korniievsky
