In the Kirovohrad Pre-Trial Detention Centre, One Hryvnia Per Month is Spent on Medical Treatment for a Prisoner
On 19 January of this year, the regional prosecutor’s office, together with a representative of the Government Agent before the European Court of Human Rights in the Kirovohrad region, conducted an inspection regarding compliance with the requirements of current legislation, international norms, and standards by the administration of the Kirovohrad Pre-Trial Detention Centre of the State Department for the Execution of Punishments in the region.
This was reported to the correspondent of the “Kirovohrad.Kommentarii” website by the press service of the regional prosecutor's office.
In particular, as a result of the overcrowding of detainees during December 2010 and January of the current year, the institution’s administration failed to ensure the appropriate housing space standard (no less than 2.5 sq.m. per detained person). Consequently, 110 inmates were held in inadequate living and household conditions, which do not meet established international norms, standards, or sanitation and hygiene regulations.
There is also concern regarding the state of medical and sanitary services and the provision of medication and pharmaceuticals to inmates, including those for the prevention and control of tuberculosis. Only 1,400 UAH was allocated to the medical facility for medication, which averages 1 UAH 21 kop. per person.
Based on the results of the inspection, the regional prosecutor’s office issued a document of prosecutorial response regarding the identified violations to the head of the State Department for the Execution of Punishments in the Kirovohrad region.
