Report on the monitoring visit to State Institution "Kryukivska Correctional Colony (No. 29)"

On 15 September 2020, a monitoring group from the KHPG, consisting of Volodymyr Hlushchenko, Ihor Sosonskyi, and Tamara Horbachevska, carried out a monitoring visit to the State Institution "Kryukivska Correctional Colony (No. 29)", where they checked the state of observance of the rights of individuals serving sentences.
The Kryukivska Correctional Colony (No. 29) is a minimum-security colony with lightened detention conditions where men convicted of intentional crimes serve their sentences; the capacity limit is 250 people. Also, on 23 October 2006, by order of the Head of the State Department No. 205, a minimum-security sector with lightened detention conditions was created in the institution for men convicted for the first time for crimes committed out of negligence, with a set planned capacity of 110 people.
As of 15 September 2020, 108 convicts were serving sentences in the Kryukivska Correctional Colony (No. 29). The institution has an agricultural orientation; the convicts mostly work in agricultural jobs.

Production
The Kryukivska Correctional Colony specialises in agricultural production and livestock farming. It has the status of a 'breeding reproducer for cattle farming'. On the colony's territory, everything from quails to large livestock is raised. More than 2,000 hectares of arable land are attached to the institution. Former law enforcement officers serving sentences in the Kryukivska Correctional Colony (No. 29) are retraining as agricultural workers.
Residential Sector
The participants of the visit visited all residential premises. Repair works are being carried out in the dormitories for the accommodation of the convicts. There are three dormitories for convicts in the institution. The dormitory numbered two has been mothballed; the other two are in a habitable condition. In the first dormitory, individuals who committed crimes out of negligence are housed; in the dormitory numbered three, former law enforcement officers for whom the regime of serving the sentence has been changed are housed.
In the residential premises, there are tanks marked "drinking water", however, water was absent in them at the time of the visit. The territory of the institution generally looks tidy and clean. The head of the institution, who accompanied the monitoring group, reported that the repair works would be finished by the Council of Heads of Colonies, which is held on the premises of the institution under the head of the directorate, and at which ways for further improvement of the official and economic activity of the team are determined. Disinfectants are available.

Dining Hall
The dining hall premises are spacious and clean; there is a menu with the current date. All convicts working in the kitchen had state-standard medical books. Medical examinations were conducted on time. The kitchen staff were dressed in white coats, and it smelled of food. The cooking workshop requires repair.

Bath and Laundry Complex
The laundry is equipped with modern washing machines. There is a specialised room for drying and a tumble dryer. The showers are separated by high partitions. Hot water and mats are available. The right to privacy in the institution is respected.
On the territory of the institution, there operates an equipped medical post for providing primary medical care – this is a separate room with beds. If necessary, medical assistance is provided in medical institutions located on the territory of the Poltava region. Masks and antiseptic are available, there is also a separate ward for infected patients.

Members of the monitoring visit familiarised themselves with the conditions of detention of the convicts, conducted confidential interviews with them, inspected the residential, production, and other premises of the institution, and also studied the state of medical care provision. No complaints about detention conditions or ill-treatment were received from the convicts.
