Lutsk Pre-trial Detention Centre
State Institution “Lutsk Pre-trial Detention Centre” is the primary pre-trial detention facility in the Volyn region and an important element of the regional justice system. Today, the institution provides for the custody of individuals taken into custody, as well as certain categories of convicts, in accordance with the requirements of Ukraine’s criminal-executive legislation.
The Lutsk Pre-trial Detention Centre is located in the city of Lutsk and has a planned capacity of 450 people. The institution’s structure includes an arrest house for holding individuals sentenced to the punishment of arrest, as well as a maximum-security sector for holding men sentenced to life imprisonment.
The first documentary mentions of the institution are found in the archival materials of the Ministry of Internal Affairs and date back to August 1953, when it functioned as a prison under the Volyn Regional Administration of the Ministry of Internal Affairs. During that period, the institution’s primary purpose was to hold individuals under investigation, as well as to execute sentences for certain categories of convicts.
In subsequent decades, the institution changed its name and affiliation several times in line with reforms of the internal affairs and criminal-executive systems. In 1964, it received the status of a pre-trial detention centre under the Volyn Regional Administration of the Ministry of Internal Affairs. In 1970, it was renamed as an institution of the Volyn Regional Executive Committee’s Department of Internal Affairs. Following the declaration of Ukraine’s independence, the facility became part of the structure of the Ministry of Internal Affairs of Ukraine in the Volyn region in 1998.
A significant stage in its development was the reform of the penal system in the late 1990s. Due to the creation of the State Department of Ukraine for the Execution of Criminal Punishments and the removal of penal institutions from the jurisdiction of the Ministry of Internal Affairs, the facility was transferred to the newly created system in 1999 and was named the Lutsk Pre-trial Detention Centre of the State Department of Ukraine for the Execution of Criminal Punishments in the Volyn region.
Over many years, the institution has developed into a specialised facility for holding individuals taken into custody. Simultaneously, the security infrastructure was modernised, new communal utility facilities were created, protection and security systems were improved, and opportunities for medical care, social-educational work, and the resocialisation of convicts were expanded.
Today, the Lutsk Pre-trial Detention Centre serves as a pre-trial detention facility for the Volyn region, ensuring the observance of the legal rights of those held in custody, providing adequate medical care, social-psychological work, and compliance with the requirements of national legislation and international standards in the field of treatment of prisoners.
Over the years, the institution has been headed by I. I. Boiko, S. P. Polovnykov, P. S. Naumenko, A. I. Kudriashov, P. K. Humeniuk, M. O. Ivchyk, V. S. Nedoriz, O. H. Kolb, I. A. Stefanovskyi, V. P. Vorobei, and other leaders who have made significant contributions to the development of the institution.
The current head of the institution is Ihor Zinoviiovych TURKALEVYCH.
