Zhytomyr Correctional Colony (No. 4)
Zhytomyr Correctional Colony (No. 4) is a medium-security correctional institution for holding men who have been sentenced to imprisonment for the first time for committing grave and especially grave crimes. The institution is located in the city of Zhytomyr and is part of the structure of the State Criminal-Executive Service of Ukraine.
The colony was founded in 1933 on the base of the production workshops of the Zhytomyr prison (now the Zhytomyr Execution of Sentences Institution No. 8). From the very beginning, its activity combined the execution of criminal sentences with the development of a production base, which ensured the employment of convicts and the fulfilment of state orders. During the German occupation of Zhytomyr in 1941–1943, the territory of the colony was used by the occupation authorities for the needs of military production. After the liberation of the city, the institution’s activity was restored, and in subsequent decades, the colony became one of the largest penitentiary complexes in Ukraine.
Today, Zhytomyr Correctional Colony (No. 4) ensures the execution of criminal sentences, the organisation of social and educational work, psychological support, vocational training, and the engagement of convicts in paid labour. On the territory of the institution, there are residential quarters, a medical unit, institutions for general secondary and vocational-technical education, a library, sports facilities, a psychological centre, and production premises.
The institution's production sector has many years of experience in the manufacture of furniture, woodworking products, metal and reinforced concrete products, products for the construction industry, and other industrial goods. The organisation of convict labour is an important component of their re-socialisation and is carried out in accordance with the requirements of criminal-executive legislation.
Zhytomyr Correctional Colony (No. 4) is regularly under the purview of the National Preventive Mechanism, the Ukrainian Parliament Commissioner for Human Rights, and human rights organisations. During monitoring visits, the conditions of detention, the realisation of the right to work, access to medical assistance, education, psychological support, the effectiveness of social and educational work, disciplinary practices, and other aspects of human rights assurance are assessed. Based on the results of the latest monitoring visits, recommendations were provided to the institution regarding the improvement of certain aspects of material and living provision, the organisation of convict labour, medical service, ensuring privacy, the functioning of disciplinary premises, and bringing the institution’s activities into compliance with the requirements of the Criminal-Executive Code of Ukraine, the recommendations of the European Committee for the Prevention of Torture (CPT), and other international standards in the field of human rights protection.
