Dnipro Detention Centre (No. 4)
The state institution ‘Dnipro Detention Centre (No. 4)’ is one of the oldest and largest penitentiary institutions in Ukraine, the history of which is inextricably linked with the development of the city of Katerynoslav (now Dnipro) and the establishment of the domestic penitentiary system.
The first documentary mentions of places of imprisonment in Katerynoslav date back to 1826. At that time, a Katerynoslav prison castle was in operation, designed for 200 people. It included a three-storey main building, two wings, a hospital, workshops, a laundry, utility rooms, and a church. Separate buildings were used for holding prisoners in solitary confinement cells and for the accommodation of staff. In March 1890, the Katerynoslav Provincial Prison Inspection was created, which oversaw the activities of prisons in the province, organised the construction of new pre-trial detention facilities, and ensured the functioning of the system for prisoner transport and the execution of penal labour.
At the end of the 19th century, due to the rapid increase in the number of prisoners, a need arose for the construction of a new prison complex. In 1898, the construction of a new prison, designed for 985 people, began on the outskirts of Katerynoslav between Nadiinska and Rybna streets. Construction was completed in 1912, and within two years, the number of prisoners exceeded the design capacity, reaching over 1,100 people.
Throughout the first half of the 20th century, the institution expanded repeatedly. Before the start of the Second World War, new wings were completed. During the war years, prisoners of war were held on the territory of the institution, and in the post-war period, large-scale restoration and reconstruction of the facilities took place. In the second half of the 20th century, the institution remained one of the largest remand prisons in Ukraine. Due to the constant growth in the number of persons taken into custody, further expansion of the cell stock was carried out.
In 1993, in accordance with the decision of the Cabinet of Ministers of Ukraine, the construction of a new regime wing for 500 people was started, which was completed in 1998. Today, the state institution ‘Dnipro Detention Centre (No. 4)’ is one of the largest penitentiary institutions in the country and performs the functions of a remand prison. Every year, thousands of people pass through the institution, and its activities are aimed at ensuring the detention of persons in custody in accordance with the requirements of national legislation and international standards for the treatment of prisoners.
